In 1901, 20-year-old William S. Harley also planned a smaller engine with a displacement of 7.07 cubic inches (116 cc) and a four-inch (102 mm) flywheel designed for use in regular pedal-bicycle frames. Over the next two years, he and his childhood friend Arthur Davidson worked on their motorcycles using the Milwaukee machine shop north of their friend Henry Melk's home. It was completed in 1903 with the help of Arthur's brother, Walter Davidson.

Upon testing their powerful bikes, Harley and the Davidson brothers found that they could not climb the hills around Milwaukee without the assistance of pedals, and they wrote off their first motorcycle as a valuable learning experiment.
